So if you are perhaps using an old computer, or a company computer which might have security settings, or your internet browser is other than Internet Explorer (like Mozilla Firefox, Netscape,Chrome, etc) you might encounter an issue. The solution: use internet explorer, or try to register on another computer. If all else fails, the public library computers work.
